Thank you for your letter of 3 October, enclosing one from US Senator Brock Adams about the visit to Hong Kong by representatives of the Indochina Resource Action Centre (IRAC).
I enclose a draft reply to Senator Adams. It is identical to the one which issued from No 10 on 6 October in reply to a similar letter from Congressman Norman Mineta.
Senator Adams has omitted to copy to the Prime Minister the letter he sent on behalf of IRAC to Sir Antony Acland. Instead he enclosed, apparently in error his letter to the President of IRAC, Mr Le Xuan Khoa. We cannot thus be entirely sure of the contents of this letter. Nevertheless, it is safe enough to assume that our draft will serve its purpose.
