After I had briefed Sergio Vieira de Mello/ (Head of UNHCR's Asia Bureau) as instructed in FCO telno telno 2071, he referred to UNHCR's involvement in the screening process in Hong Kong. He said that certain minimum requirements would be needed before UNHCR could start a constructive role in the screening and appeal procedures.

UNHCR have instructed Mr Karim, their representative in Hong Kong, to discuss these requirements with the Hong Kong authorities. Once agreement has been reached with Hong Kong, Mr Vieira de Mello said that the High Commissioner would then be able to agree that UNHCR be involved in the screening process.

The minimum requirements are given in Annex A. The reference to "those detained" in AAA (iv) is to all those held in closed camps. On section BBB, UNHCR seek a commitment from Hong Kong to start (i), (ii) and (iii) as soon as possible, although they recognise that (ii) and (iii) may take longer to set up than

(i) which should, if possible, be set up immediately.
