Points to make

Attach greatest importance to early agreement on a scheme to

repatriate Vietnamese boat people screened out as economic migrants

in Hong Kong.

Problem is of utmost concern to HMG and the Hong Kong Government.

Solution also vital to Vietnam's international reputation.

Hope to see early evidence of effective Vietnamese action to stop

flow of boat people. Might supplement this by early agreement to

repatriate a batch of voluntary returnees.

Arrangements must include assurances that those returned will not

be punished or victimised.

[DEFENSIVE]

We are not prepared to consider aid to Vietnam as long as illegal

occupation of Cambodia continues.

Would not rule out limited reintegration assistance via UNHCR as

part of a satisfactory overall package.
