VIETNAMESE BOAT PEOPLE IN HONG KONG

Charles Powell's letter of 7 June recorded your

agreement that the Hong Kong Government should introduce

a new policy to deal with boat people from Vietnam. From

16 June new arrivals have been screened to distinguish

between those who are genuine refugees and those who are

in effect economic migrants.

2. The new policy has now been in operation for almost

three months. At first the influx of boat people in Hong

Kong continued at a disappointingly high level. Many new

arrivals had set out to anticipate a rumoured change in

policy others were simply unaware that a new policy had

been introduced. There are however now signs that the

new measures may be deterring some Vietnamese from

leaving. Arrivals in August, though still running at 70

ja day, are less than half the level for July.
