VIETNAMESE BOAT PEOPLE: TALKS IN HANOI
1. Late last evening we received a flash telegram from Hanoi asking for contingency instructions about a possible text for a communiqué on the talks in Hanoi on the Vietnamese boat people (Hanoi telegram no 280). Since Hanoi asked for instructions by 4 o'clock this morning there was no opportunity to consult widely. I therefore sent instructions off my own bat (FCO telegram no 174), which gave the delegation considerable discretion but drew attention to the problems of too bland a reference to "reintegration assistance".
2. We shall no doubt be getting from Hanoi in the course of today a report on the outcome. I understand that a report was carried on the BBC Overseas Service this morning but I have not myself heard it.
