(b) conditions in the detention centres and closed camps: we
are able to offer Mr Hinton some comfort on this point:
the draft goes no further than what has already been made
public in Hong Kong. The Hong Kong Government have
already explaiend to local representatives of the
voluntary agencies that they do not envisage a role for them in the detention centres, as opposed to the camps housing refugees awaiting resettlement:
(c) resettlement: the draft is self explanatory.
The Save the Children Fund currently works in the Tuen Mun
closed centre in Hong Kong. In 1987 HMG gave £16,000 towards the cost of their programme in Hong Kong. In September HRH the Princess Royal will visit Tuen Mun in her capacity as President of the Save
the Children Fund.
