VIETNAMESE BOAT PEOPLE IN HONG KONG: LETTER FROM THE SAVE THE

CHILDREN FUND

Problem

A 1.

A letter dated 17 June to the Secretary of State from

Mr Nicholas Hinton, Director General of the Save the Children Fund

about Vietnamese boat people in Hong Kong.

Recommendation

2.

I recommend that the Secretary of State replies on the lines

of the attached draft. SEAD and the ODA concur. The Hong Kong Government have been consulted. The Home Office concur.

Background

3.

Mr Hinton's letter covers the three points which he raised

when he saw the Secretary of State on 19 May:

(a) aid to non government agencies working in Vietnam: the Hong Kong Government support his idea. But our policy remains that giving no aid to Vietnam as long as their troops are in Cambodia. Aid to voluntary agencies is

covered by this. The draft follows the standard line on this point:
