CLOSED CAMPS IN HONG KONG

Introduction of policy

Closed centre policy was introduced in 1982 with the greates

reluctance to avert a situation in which level of new arrivals was

rapidly becoming intolerable. The Hong Kong Government believe, and

we agree, that these centres are a regrettable necessity.

Deterrent effect

Believe closed centres have had deterrent effect. Over the

years, they have contributed to discouraging Vietnamese from setting

out on the dangerous voyage to Hong Kong.

Recent influx caused by various factors, including tougher policies by other countries in the region and dificult economic

conditions in Vietnam.

Without closed camp deterrence, influx might have been even

greater.

Conditions

Hong Kong Government and British Government attach great

importance to ensuring that conditions in the centres are as humane

as possible.

Hong Kong Government aware of problems of overcrowding, actively

examining possible solutions. Recent influx aggravating situation,

emergency accommodation is being provided and plans for new centres

advanced.
