CALL ON LORD GLENARTHUR BY FRENCH STATE SECRETARY FOR FOREIGN

AFFAIRS: 20 JANUARY

1. Bariani will call on Lord Glenarthur at 11.40-12.20 on

20 January. He under-studies Raimond in all areas except Europe,

but has a special responsibility for Asia, Latin America and

consular matters. Bariani will be in London for an event

concerning overseas French in the UK. A personality note is

attached.

Detailed briefing on future of Hong Kong, Vietnamese Refugees

in Hong Kong, Afghanistan and Cambodia is attached. These are

the four subjects which we want to raise.

Otherwise, if time permits, Lord Glenarthur might like to seek Bariani's reactions/impressions after recent visits to India

and Laos. On India, Lord Glenarthur might say that he looks

forward to visiting before long: that our impression is that

Gandhi's standing has somewhat recovered from the difficult phase of mid-1987 (controversy over defence contracts/corruption

scandals); and that difficult issues include Punjab/Sikhs and Sri

Lanka. On Laos Lord Glenarthur could note that the Princess

Royal's visit took place shortly before Bariani's.
