VIETNAMESE REFUGEES IN HONG KONG

1. With reference to our telephone conversation yesterday, I am enclosing some statistical information on Vietnamese refugees in Hong Kong.

2.

We see some advantage in someone from the Hong Kong Government Office Brussels meeting Quai personnel responsible for refugees. It would help to back up recent contacts with the French on the refugee issue (M Mezeray's recent visit to Hong Kong, and Lord Glenarthur's meeting with M Bariani). After last year's disappointments, and the worsening refugee situation in Hong Kong, we need to maintain pressure on the French.
