The living accommodations and medical facilities in the area set aside
for those determined not to be refugees will be no different from that in the
area designated for the use of refugees awaiting resettlement. This area will
be restricted.

An orientation program shall be established by UNHCR to assist those
determined not to be refugees in re-integration This activity will commence
within a week following notice of refusal of refugee status in the case of
those who decline to appeal, or, in the case of appeal, the week following a
decision to uphold the original decision. The orientation program will
consist of three sessions:
1 An open session where a representative of the UNICA explains
the general outline of the program, including the mode of
return (by air), monitoring by UNHCR in the country of origin,
access to utensils, seed and other settling-in assistance
provided by UNHCR, and a timetable for return. At this time,
those determined not to be refugees will be advised of the
legal penalties facing those caught attempting to escape from
the repatriation area.
