Each arrival will be assigned an individual ID number by UNHCR upon
entry at a camp or holding facility where screening will take place. This
number will be referred to by all resettlement countries in case processing.
The use of individual ID numbers will help to avoid complications both in
appeals and case reconstitution following screening, camp marriages, and
addition of new arrivals.

Additionally, UNHCR shall register all new arrivals to gather such
essential dala as name, age, and place of birth. This basic data, to be
recorded on a single page document along the lines of the existing Volrep
from used by UNHCR, will be the record that is conveyed to the country of
origin in cases where individuals are determined not to be refugees.
6. As soon as possible, but at the latest within ninety days of arrival at
a screening facility, each asylum seeker shall be interviewed for
determination of refugee status. During the waiting period, it shall be the
responsibility of UNHCR to advise each individual in writing of the nature of
the screening procedure, implications for the screened out, and the right to
appeal the determination.
