Equal treatment of all asylum seekers

Provided that asylum has been fully restored, asylum seekers rescued ot

sea and stowaway should be treated in the same manner as all others arriving

Access and Asylum

Upon learning of new arrivals, local authorities of asylum countries

shall immediately notify UNHCR, which will provide assistance and medical

attention as necessary, Preparations will then begin for the transfer of the

asylum seekers to a designated camp or holding facility to await screening.

The host country authorities and the UNHCR should endeavour to move the new

arrivals to a screening facility within thirty days.

The host countries shall grant the UNHCR right of access to all asylum

seekers from the moment the new arrivals enter their territories.

UNHCR will

individuals determined not to be refugees.
