Barros Moura (Portugal, Communist) report adopted approving the Commission's proposals. Marin (Commission) said that this was an all-embracing regulation which would guarantee equal treatment for all workers. He warned that if France did not accept the ruling of the Court of Justice, the Commission would have to bring infraction proceedings under Article 169 of the Treaty.

Mertens (Germany, Christian Democrat) and Collins (UK, Socialist) reports adopted, after a joint debate, amending the Commission's proposals. Clinton Davis (Commission) sympathised with the EP's wish to
a ban on the
production and use of drins but he could not accept the amendments contained in the Mertens report except for one relating to the legal base for the proposal. The Commission hoped to come forward soon with new proposals based on Directive 76/769 designed to formalise the prohibition of drins in industry in the Community. Clinton Davis could not accept the amendments contained in the Collins report. However, following an earlier suggestion by the rapporteur, the Commission was preparing a proposal which would enable decisions concerning changes to the annexes of the Directive to be taken by a qualified majority.
Promotion of European Culture
17. The EP passed a resolution tabled by Croux (Belgium, Christian Democrat) and others, following the debate which had taken place in the March plenary (para 42 of my saving telno 7). This broadly endorses the Commission ideas for action to promote European culture, requests the EP be closely involved in implementation, urges the Commission to make renewed attempts to establish the European foundation and calls upon the Commission to avoid promoting "prestige" events and disconnected projects.
