I submitted on 1 March about the forthcoming marriage between

Michael Thomas and Lydia Dunn. This is still an ultra-secret matter

in Hong Kong. The Governor has now confirmed that the ceremony will

take place on 2 April.

2. I now submit a draft personal telegram to the Governor, asking

him to pass on:

(i) a message of congratulation from the Secretary of State; (ii) a similar message approved by Lord Glenarthur.
