Following discussions between Messrs. Fifoot, Allcock and yourself, seems that with this revised text and subject to the formal confirmation from the Hong Kong authorities that they are satisfied with the terms of the Bill, the Secretary of State's Certificate pursuant to Royal Instruction XXVI, paragraph 4, will be forthcoming tomorrow, 15 March. suggest you speak to Mr. Allcock first thing tomorrow to ensure that the confirmation requested by Mr. Fifoot has been despatched. If so, it would appear safe for you to deliver the necessary motion papers to the Bill's sponsor tomorrow morning with a view to the Bill receiving its further readings on Wednesday, 16 March.
