HONG KONG: POSSIBLE DEBATE IN THE COMMONS

1. Mr Eggar saw a side copy of Mr Hum's submission of 22 April.

2.

He has commented that, from the point of view of handling in the House of Commons, a key objective will be not to give the appearance of shying away from, or blocking, a debate altogether. He therefore very much supports the proposal that we say that we have an open mind on the question. He has noted that handling George Foulkes tactfully and keeping him on side will be particularly important.
