Para 31 I wonder if we do not need to make some stronger remarks about the Vietnamese Government's behaviour: creating such intolerable conditions for their own citizens that they flee in their thousands and refusing to accept responsibility for them subsequently. All of this shows the Hanoi regime as one of the most nasty in the world and it surely deserves a reasonably sharp condemnation?

8. Just one other general point: "human rights" are referred to anywhere in this draft. If someone picked this point up it could be used to our disadvantage. I wonder if there is not a case for finding some such appropriate reference to the rights of the Hong Kong people (not just their "interests") without subverting the whole process?
