Para 31 I wonder if we do not need to make some stronger remarks about the Vietnamese Government's behaviour: creating such intolerable conditions for their own citizens that they flee in their thousands and refusing to accept responsibility for them subsequently. 8. Just one other general point: "human rights" are referred to anywhere in this draft. If someone picked this point up it could be used to our disadvantage. I wonder if there is not a case for finding some such appropriate reference to the rights of the Hong Kong people (not just their "interests") without subverting the whole process?
