a further revision of the opening statement by the Secretary of State,

which takes into account discussion at this morning's office meeting;

a revision of the core passage for the winding-up speech, reshaped in the light of this morning's discussion;

a complete set of defensive "modules" for insertion as necessary into

winding-up speech.

The opening statement has been shortened.

It now stands at just over

2,600 words: small further cuts will need to be made, perhaps in the final

section.

The passage on direct elections now includes:

(i)

(ii)

a reference to the reality of history and geography (paragraph 21);

a first attempt at the "unveiling" paragraph discussed at this morning's

meeting (paragraph 25). It can still be improved, I shall try to have

alternative versions ready by Monday morning.
