Debate on Hong Kong: Preparatory Action
The Secretary of State has read your submission of 13 January and Lord Glenarthur's comments thereon. It was also discussed at his meeting with FCO Ministers yesterday. The Secretary of State is in general content with your proposals. As you know he intends to see Mr Kaufman himself next Tuesday. You kindly agreed to supply some speaking notes. Mrs Bottomley and Mr Neubert are taking action to try to ensure that some of the more helpful backbenchers who have been to Hong Kong recently speak in the debate. The Secretary of State thinks that Lydia Dunn's visit here will be helpful, and wondered whether it would make sense for her to see one or two of the less helpful MPs as well as those who we think likely to be helpful.
