for meetings with the Secretary of State during his visit.

the Private Secretary should reply to these letters on the general lines suggested in Hong Kong telno 1780, but

including the slightly softer formula:

"unfortunately it will not be possible for the Secretary

of State to meet you on this occasion."

I attach a revised text for ease of reference;

we ask Hong Kong to include some of those seeking a meeting

with the Secretary of State in an appropriate occasion on

his programme.

There would be a reference to this in each

reply;

we ask Hong Kong to keep us informed of any further such

requests.
