UK has already taken 13000 Vietnamese refugees from Hong Kong.
Acceptance of additional 468 continues that commitment.

to take more.

those who fail to meet the criteria for refugees. But must be
subject to satisfactory guarantees about treatment on return.

(e) Confidence and emigration
Hong Kong's economic and trading performance is second to none in the world. Scarcely suggests lack of confidence.
Aware of recent increases in emigration. Uncertainty about
future may be one factor, but by no means the only one.
Many who leave are attracted back by lifestyle, rewards, and
because Hong Kong is home. We will do our utmost to ensure Hong
Kong maintains these attractions.
(f) Defence Costs Agreement
Cannot comment on substance of negotiations. Sure both parties
share wish to bring them to an early conclusion.
(g) Public Order (Amendment) Ordinance
Note HKG has announced review of provision at the end of the
year. Confident that all views will be properly taken into account
in the review.
(h) Film Censorship
Primarily a matter for HKG.
Understandable in Hong Kong's
circumstances that there should be provision designed to avoid
serious damage to relations with other territories.
