(a)

Implementation of Joint Declaration

Implementation continues to go well. Both governments remain firmly committed to full and faithful implementation.

Sure forthcoming JLG meeting [8-11 March] will take that

process forward. Another full agenda (details confidential).

(b) Basic Law

Following drafting process with interest.

Pleased that Hong Kong people will be closely consulted on

draft.

We have right to satisfy ourselves that eventual provisions

reflect Joint Declaration. But not helpful to discuss our contacts

with Chinese Government on the issue: they can best remain

confidential.

(c)

White Paper

Believe decisions in White Paper represent balanced and

reasonable response to views expressed in Hong Kong.

Have noted considerable body of local support for White Paper. Reinforces my view that its decisions represent the right course.

Sure Hong Kong people will now want to put controversy behind

them and make the White Paper decisions work. This is the sensible

course.

No interference by China. Decisions based on views expressed

in Hong Kong.

White Paper represents further clear step towards more

representative government in Hong Kong, in line with commitment of

British and Hong Kong Governments.

Cannot be specific about further change beyond 1991. Content

of Basic Law will by then be known: naturally will be factor

affecting developments in years up to 1997.
