An invitation to the Minister responsible for foreign
economic relations to visit the UK and an indirect
invitation to the Deputy Foreign Minister to come to
London for talks have yet to be taken up. An early visit
by Lord Glenarthur might give the misleading impression
that we were chasing the Mongolians. I therefore
recommend that we plan for a visit to Mongolia by the
Minister of State after either of the Mongolian Ministers
has been here. If this were to take place in 1989 on
1990 it would give us appropriate spacing in
Anglo-Mongolian exchanges.

I believe that Lord Glenarthur could put 5 or 6 full
days in China to excellent use. Although several
Ministers have visited China few have ventured beyond the
well troddened route of Peking Shanghai Canton. I
