LORD GLENARTHUR'S TRAVEL : HONG KONG, CHINA, MONGOLIA

1.. In your minute of 17 February you asked for advice

on a visit to Mongolia by Lord Glenarthur and on the

length of a visit to China if Mongolia fell away.

2. There is no doubt that the Mongolians would welcome Lord Glenarthur in Ulan Bator during the 25th year of our

bilateral relations. It would be the first British

Ministerial visit. Our relations have warmed since last

year's Round Table and the atmosphere in which we conduct

business is excellent. That said, the substance remains

minimal. The Round Table was an experimental way of

generating some dialogue with the Mongolians.

It was

a success in itself, but its value should be judged from what develops. Initially the signs are encouraging on

the trade side but even here the substance is trivial-UK

exports are around £1 million pa (we export this much to

Japan every six hours on average).
