Hong Kong Government

think that the numbers emigrating, taking 1986 and 1987 together,

are roughly at normal historical levels. But may have been change in type of person leaving, to include more people from midle management level. Hong Kong Government studying situation, trying

to define problem.

Clearly no easy answers. We and Hong Kong Government continue to make every effort to maintain Hong Kong as a society where people

will want to make their lives.

Hong Kong does of course remain very attractive as a place to live. Booming economy. Growing prosperity 11% growth in 1986,

Making progress on many fronts - new university,

13% last year.

hospitals, improved welfare benefits.
