Mr. Melancia said that the composition of the Sino-Portugese Joint Liaison Group would be announced when ratification of the Joint Declaration took place on 15 January. There would be two Macau members on the Portugese side: his Political Adviser (Gomes) and one Under-Secretary. The Governor said that we would be happy to provide any information on the working of the JLG that Macau might find useful. Mr. Melancia expressed gratitude for this. He said that ·
our experience of the drafting of the Basic Law would also provide a good example for Macau. The Governor said that this was a more sensitive area. It was for the Chinese to draft the Basic Law. However, we did talk to some of the Hong Kong members of the BLDC

NCNA Office
The Governor asked if the establishment of the NCNA office in Macau had affected Macau's contacts with the Chinese. Mr. Melancia said that the NCNA were taking a very positive attitude. He usually got a quick response to his questions. If this was not the case he knew that there was a genuine problem.
Macau airport
3. The Governor asked what the present situation
was on the proposed airport in Macau.
Mr. Melancia said that a site had been identified between Taipa and Coloane Island. He hoped that work would begin this year and be completed in 5 years. The cost was estimated as 3.5 billion patacas: of this the Macau government would provide 25%, other Macau interests 25%, PRC 25% and the rest would come from overseas (including Taiwan). He expected a payback period of 15-17 years.
