Sir, I think we all agree that Tate's Cairn Tunnel

and

is an important project for Hong Kong, not just in transport

but also in social and economic terms. Every effort will

therefore be made to help bring this second road link between

East Kowloon and North East New Territories into operation as

soon as possible. Subject to the enactment of this Bill, the

can start construction works will begin in mid-July this year, so that

the tunnel can be open for public use in August 1991.
