Sir, I share Dr. Lam's concern for the impact of the

construction works on the environment.

As with all

Government projects, adequate measures will be taken to ensure that any adverse effects on the environment are reduced to the minimum. The consortium has undertaken in an agreement with Government that appropriate measures will be taken, to be approved by the Director of Highways, to ameliorate any visual, air and noise impact associated with the construction and operation of the tunnel.

Sufficient

measures will also be implemented to prevent soil from being carried into the drainage system in the adjacent areas. Details regarding these obligations are contained in the Project Agreement outside the Bill.
