SECRETARY FOR HEALTH AND WELFARE: Sir, I move that clause 28 be amended as set out in the paper circulated to Members. Is amendment refers to the term 'care and control in new section 71A and 71B of the Bill.

that The present wording requires the person who is believed to be suffering from mental disorder must be in need of both care and control before he can be taken to a place of safety. This would inde people who need care but not necessarily control from receiving the attention they require their interests. The amendment rectifies this by making the provision applicable to persons requiring either care or control. Sir, I beg to move.

In new section 71A (2)(b) by deleting "care and control" and substituting the following
