SECRETARY FOR HEALTH AND WELFARE: Sir, I move that clause 22 be further amended as set out under my name in the paper circulated to Members. The purpose of this amendment is to allow Mental Health Review Tribunal a degree of flexibility to hear an appeal earlier 12-month period stipulated in new section 59B(5) should special circumstances warrant such a necessity. flexibility..is no longer requirement to enable the tribunal to postpone a hearing until the expiration of 12 months from the previous hearing as provided under new section 59G(2)(a) this section is accordingly deleted. Sir, I beg to move.
