SECRETARY FOR SECURITY :
Sir, When a foreign national is
permitted to enter Hong Kong to work,
one of the conditions of entry imposed
by the Director of Immigraton is that
the salary to be paid should not be less
than the current market rate for the job
to be performed.
The rationale behind this policy is to
protect the interests of local
employees, who would suffer a loss of
real earnings if cheaper sources of
labour were readily available from
overseas. The Government therefore
ascertains what the current market rate
is for a particular job, so that it can
be satisfied, when employment contracts
are presented for approval, that the
salary to be paid is not less than the
market rate.
