May I put it to the Secretary that since the date for

Sir, I think the logic escapes me
on this particular proposal. If you were to apply a
reduction outside the peak hours and an increase in the
peak hours, the two would neutralise each other. So where,
in fact, is the impact? I really do not see the point in
