choice to still use the MTR and not the buses, which

So the MTRC, in fact, has taken the full responsibility in

trying to

attract

passengers to use the early morning

trains and not use the congestion hour trains, and it does

have the capacity to cope with such early risers.

one and I think the Secretary has actually over-estimated
