As regards the question of passing on the problem

transport

the morning and has provided

early hours from 7.40 onwards to give the passengers a full
choice to still use the MTR and not the buses, which
means a longer

more
tortuous journey.
So the MTRC, in fact, has taken the full responsibility in
trying to
attract
passengers to use the early morning
trains and not use the congestion hour trains, and it does
have the capacity to cope with such early risers.
