Before Government makes its commitment in large and regular resource terms to tackle the problem, it would be extremely useful if a pilotfscheme is carried out in a selected number

of schools to identify the best and the most cost-effective

26 ways of achieving the desired level of quality improvement in

our educational system. This kind of experiment, when fully in a sufficiently large sample
