As for the second point, I have explained in my speech yesterday and in July, 1987, the reason why I supporte the replacement of district based indirectly elected seats by directly elected seats. I do not propose to repeat this here, partly because I do not wish to waste Members' time and partly because I feel that even if I repeat it, it will probably fall on deaf ears in some quarters.
