As for the second point, I have explained in my speech yesterday and in July, 1987, the reason why I supporte the replacement of district based indirectly elected seats by directly elected seats. I do not propose to repeat this here, partly because I do not wish to waste Members' time and partly because I feel that even if I repeat it, it will probably fall on deaf ears in some quarters. However, I do Cuple support the point made by my honourable friend, Mr. Chung Sc 18 and Mr. Puff C Fi and that is, it is necessary to consdier
ways and means of maintaining links between the District Boards and this Council. This, I believe, is certainly something the administration should put their minds to.

Turning now to what Mr. Szeto has said in his speech.
Says Mr. Szeto said that if he had thought carefully and decided that something is right, then even if there are thousands of people opposing him, he will go forward. I wonder how my
hon. honourable friend decides that he is right. Surely, the wise
# policymaker or ruler must consider the objective circumstances, the view of people from all walks of life, and then decide on the right course because he is aware, and he is mindful, that
his decision affects millions of people for whom he is
