The delegation indicated that in their view the PRC was willing to listen to representations. The objections on the Hong Kong side, however, went to the very root of the matter and would not be easily negotiated with the Chinese.

The next draft of the Basic Law would not be, in their view, susceptible to

change. Now was the time to act. The delegation was not here, they said, to promote a particular political solution. They were lawyers and were concentrating on the legal aspects. It was for this reason that they were

addressing the Attorney on the question of compatibility between the Joint

Declaration and the Basic Law.

The Attorney responded that, as the Government's principal legal adviser, he would read the documents which the delegation had passed to him with great

interest.
