People's Republic is a member of the ACLA, so that it has some 30,000 members. I commented that this seemed quite a small number for such a large country, but Mrs Feng Xiumei told me that the professional lawyer had only been re-established in 1979. The profession was not divided, as in England and Wales, and a member of the public could instruct a lawyer directly.

I spoke briefly about arbitration with Mr Tang Houzhi who told me that China was preparing legislation on arbitration which. would use the UNCITRAL Model Law as a source of inspiration, but Tang did not think China would adopt the Model Law in its entirety.

I have seen Evans' telegram no. 132 about Zou Yu's visit. As you know, the Lord Chancellor is aware of Mr Zou Yu's visit and has agreed to see him. I have not raised the question of Zou Yu's capacity with the Lord Chancellor, but I think I can say that the Lord Chancellor would be happy to see him as Minister of Justice or as President of the ACLA.

I attach a copy of the documents I was given at the meeting, namely the Statutes of the All-China Lawyers' Association and of a brochure on the China International Lawyers' Exchange Center. I also attach a copy of a useful note by Mr Brian Wrobel, who is a member of the Bar and who gave us a very useful oral briefing on the meeting.
