Lord Glenarthur has read with great interest Sir D Wilson's fascinating despatches on the development of representative

government in Hong Kong. He has commented that paragraphs 23. et seq of the second despatch on the 1988 White Paper merit particular attention. He welcomes the Governor s idea of establishing a group of experts to consider the constitutional problems ahead.
