BAKHTAR: REBELS PLANNED TO SHOOT DOWN CORDOVEZ'S PLANE

Text of commentary by a Bakhtar political observer

Despite the Republic of Afghanistan's all-round efforts to secure a peaceful solution to the situation around Afghanistan and to end the war and eliminate the cause of fratricide in the country in the light of the national reconciliation, the direct interference in our country's affairs by some foreign countries, especially through their intelligence services and networks, still continues.

By illegally sending military advisers and intelligence instructors into the territory of the Republic of Afghanistan, these countries are causing further blood and tears to be shed by the families of our country. Such uninvited guests mostly meet a very tragic fate. These agents have been captured in appropriate circumstances by our heroic security forces, the best example of which is the fate of Osman Demir, an agent of the FRG intelligence service and a Stinger missile expert and instructor who was in the Kandahar Province. The public was informed about this by the BIA [see FE/0037/ C/3].

According to reliable information, at this very moment there are foreign instructors, who illegally entered the territory of the Republic of Afghanistan, with the extremist and anti- government groups in some regions of the country. Their main duty is to give instruction on terrorist activities, to gather military information and to recruit Afghans for the purpose of collecting information about our country. These instructors teach the extremist and counter-revolutionary groups how to use Stinger missiles, and they themselves take an active part in attacking passenger planes. The contribution of the advisers who have links with the CIA is more evident than that of others. As a result of these criminal actions, innocent passengers - children, women and old people get killed.

According to reliable information gathered by the responsible authorities of the Republic of Afghanistan, the extremist groups of Golboddin had intended to fire anti- aircraft missiles at the plane carrying D. Cordovez, UN special representative and Under Secretary-General, when it was on its way from Peshawar to Kabul. Fortunately, this criminal action by the enemy was prevented as a result of broad security measures being taken.

They [the extremist groups] thought that by perpetrating such actions they could create obstacles against the peaceful political solution to the situation around Afghanistan and torpedo the process of the Geneva talks. However, the country's vigilant security forces, being in a state of constant readiness, can respond to and foil any kind of conspiracy and hostile action by the enemies and extremists who act on the instructions of the intelligence services of the imperialist countries.

Obviously, the consequences of the perpetration of such terrorist actions rest with the chieftains of the extremists and their supporters.

The visiting Soviet Deputy Foreign Minister, Mr Yuliy Vorontsov, had a meeting with the Minister of State for Foreign Affairs, Mr Zain Noorani, in Islamabad today [10th February]. He discussed various aspects of the Afghanistan problem. Earlier, the Soviet Deputy Foreign Minister held talks with senior Foreign Office officials.

Soviet Deputy Foreign Minister Mr Yuliy Vorontsov called on President Mohammad Ziaul Haq in Rawalpindi last evening [10th February] and conveyed to him an important message from Mr Gorbachev on the Afghanistan problem. During in- depth discussions, both sides identified significant common ground for the solution of the problem.

Minister of State for Foreign Affairs Mr Zain Noorani; Pakistan's permanent representative at the United Nations S. Shahnawaz, and Foreign Secretary Mr Abdus Sattar were also present during the meeting. Soviet ambassador to Pakistan Mr A.H. Vazirov and Soviet delegation members aided the Soviet Deputy Foreign Minister. Later, the President hosted a dinner in honour of the distinguished guests...

Today's [10th February] issue of daily 'Haqiqat-e Enqelab-e Sowr' commented editorially on the statement released by Najibollah, President of the country, and the statement of M.S. Gorbachev, General Secretary of the CPSU Central Committee, about Afghanistan.

It writes that the statement of Najibollah, General Secretary of the PDPA Central Committee and President of the Republic of Afghanistan, on Geneva talks and the date of returning of the Soviet limited military contingents to their country, is a big stride towards the normalisation of the situation around Afghanistan and ensurance of peace and tranquillity in the country and region.
