"What is the point of offering

the Hong Kong people direct elections if their future is bound up

with that of China?" Are you not raising expectations which might

be dashed?

To. I think it is important to take steps in Hong Kong that

maintain continuity, that offer the prospect of stability, that are

working towards the implementation of the Joint Declaration, and it

ip on that confident basis that the Joint Declarating

agreement with the Chinese does provide for elections to the

Legislative Council. It is against that background that we are

moving sensibly and cautiously forward as we are doing.

INTERVIEWER:

Overall, in Hong Kong being treated fairly?

FOREIGH SECRETARY:

Undoubtedly.

Hong Kong understands very clearly tho

importance of looking into the future, set in the context of the agreement with the Chinese, of moving by evolution not revolution down that road, so that what is achieved now can be maintained into the future and Hong Kong, I think, is well understanding of

what we are duing.
