It is important to remember that these are the issues that most people in Hong Kong care about, worry about and look to Government to do something about. I say this not to try to steer attention away from the politics of the transition period - indeed I am about to turn to that very subject but because political debates tend to

go seriously astray if they lose sight of the main concerns expressed by the majority of the people.

The concerns that I have just listed are areas which Hong Kong can look back on with some satisfaction. Our economy in 1987 recorded its second consecutive year of double digit growth. Although we expect some slow down this year, most people are quietly confident that 1988 will be quite a good year.
