This type-written set of amendments to the Letters Patent and Royal Instructions appears (though I have not checked every word) to be the same as in Hong Kong telnos 413 and 412. Mr Fifoot did, of course, redraft these in a number of respects before asking me to send them to the printers. Please see his minute of 2 February to Mr Footman. Was the draft telegram attached to that minute sent? Have we had a reply from Hong Kong?

2. I have retained the drafts attached to your minute, because they do at least indicate where the capital letters should go.
