1. Attached to this submission are the draft Instrue-

tions referred to above which it is proposed should be put before Her Majesty in Council at the meeting to be held on 23 March. The papers are required to be submitted to the Privy Council Office by 16 March.

A clean print of the Instructions is being sought from

the Stationery Office.
