1. I attach copies of prints of the draft Letters Patent and, with manuscript amendments, the draft Additional Instructions. I also attach a note for the Privy Council on these Instruments and a draft submission.

I am having clean prints made of the draft Additional Instructions, but you could go ahead with the submission on the copy with the manuscript amendments.

3. The draft of the Instructions takes into account Mr O'Grady's comments though, as you will see, I have varied the precise terms of Clause 1(4).
