XXI of principal Instructions.

competent to act in any case unless there is present at and throughout the
meeting of the Legislative Council at least 20 Members of the Legislative
Council including the Governor or the Member of the Legislative Council
presiding."
Clause XXI of the principal Instructions is
amended by deleting paragraphs (2) and (3) and substituting the following
" (2)
In the absence of the Governor from a meeting
of the Legislative Council there shall preside at that
meeting
-
(a)
(b)
(c)
such Member of the Legislative Council as
the Governor may appoint; or
in the absence of the Member of the Legislative
Council appointed under sub-paragraph (a) or in
default of such appointment, the Chief Secretary
or, in his absence, the Attorney General or, in
his absence, the Financial Secretary; or
in the absence of the Members of the Legislative
Council specified in sub-paragraphs (a) and (b),
the senior Official Member of the Legislative
Council present.
(3) For the purposes of paragraph (2)(c) of this clause the Official Members of the Legislative Council shall have seniority according to the priority of their respective appointments to the Legislative Council and those appointed by the same instrument shall have Senbrity among themselves according to the order in which they are named therein.".
