municipality and county are responsible for drug quality control and supervision and inspe-

ction.

The following are the several specific aspects of their responsibility:

A. Control of Pharmaceutical manufacturing and handling enterprises to see to it that no drugs are manufactured or handled unless being approved.

Control of medicaments prepared by hospitals, whose medicinal preparations must

be approved by health authorities.

Approval of new drugs and reassessment of drugs already on market.

Formulati on of national drug standards.

E. Control of manufacturing, marketing, use and import and export of such special drugs as narcotic drugs and psychotropic substances.

F. Control of drug packaging, trade mark and advertising.

G. Quality control of imported drugs.

H. Appointment of inspectors to supervise the implementation of “Drug Administra- tion Act" by institutions concerned and deal seriously with any behavior that violates the **Act".

INTERNATIONAL FRIENDLY COOPERATION

It is our everlasting principle to develop cooperation energetically with friendly coun- tries, World Health Organization and other international agencies for the sake of promoting technical exchanges in medical and health field.

Up to the present, China has established friendly cooperative relations and bilateral

contacts with more than 100 countries and regions in the world. Our government has sent health delegations to more than 40 countries in the five continents for mutual visits since

1982 and has signed agreements on medical science and technology with a number of coun-

tries.

Since 1963, China has sent medical teams (or groups) to about 50 developing countries

and region with some 8,200 members involved and 160 million patients treated.

At pre- sent, there are over 1,200 medical personnel working in 42 countries and regions. With

Dr.

Norman Bethune as their example and displaying the proletarian internationalism, they serve the people whole-heartedly in the countries where they work, and have been commended by governments and peoples in Asia and Africa.

Since the signing of "Memorandum" on technical cooperation in October of 1978, the cooperation between China and the World Health Organization has witnessed considerable progress, particularly in recent years, such cooperation has been brought to a new stage of sound and overall development. The cooperation between the Ministry of Public Health

and other international agencies has also been further developed.
