BULGARIA
Summary. There has been no substantive change in the narcotics situation with regard to Bulgaria since the March 1987 report. All available information to date suggests that Bulgarian cooperation is continuing. End Summary.
During the period July 13-15, 1987, Bulgarian Deputy Foreign Minister Lyuben Gotsev visited the Department of State for discussions relating to a range of bilateral issues. These included foreign trade, human rights and the status of minorities in Bulgaria, anti-terrorism cooperation, and narcotics cooperation. The issue of narcotics cooperation was regarded on both sides as being postive in terms of future progress. During his meetings at the Department of State, Gotsev requested increased narcotics control and enforcement training, particularly in customs interdiction techniques, X-ray equipment for border crossing sites, and possible technical exchanges in the field of drug abuse prevention and treatment. The Deputy Foreign Minister reiterated Bulgaria's interest in continuing
cooperative relationship with the United States in narcotics issues, including the continued provision of criminal background information. to U.S. law enforcement agencies.
CYPRUS
Summary: There have been no significant new developments the narcotics situation in Cyprus since the INCSR was submitted in March. End Summary.

The U.S. Embassy is continuing to work with the GOC on upgrading the anti-narcotics capabilities of the Cypriot Police Force and GOC Customs. The following training has been
completed or offered to the GOC since February:
A GOC Customs official attended a U.S. Customs international conference in Miami in March 1987.
The GOC Customs director and another customs official have been invited to visit the U.S. for a U.S. Customs executive program in September 1987.
Two
GOC Customs officials have been invited by U.S. Customs to attend an international narcotics control seminar in Washington in August/September 1987.
